I was going to make a pull request for this issue but it looks like someone already made one but due to the age and inactivity of this pull request, I wanted to make a post about it.
The latest Nextcloud docker-entrypoint.sh has a INSTALL APPS statement, this allows for installation of apps through an env variable. It looks as if this was not pulled over to the fpm-alpine image.
