my user when i have shared out a folder to him via admin i have made it possible not for that user to re-share that share but he can still share his own folders, is there a way to stop this

i have managed to delete everything in the users skeleton directory, so all that is available/viewable is the shared folder the admin shared with him, i deleted -
rm -rf /var/www/html/nextcloud/core/skeleton/*
but now how do i stop users from creating folder, text files to there directory?
also i have made the users quota via admin “1 B”
does anyone know, how to stop users sharing there own folders?
