Does running occ files:cleanup delete the database entries of previously installed apps?
I tried searching for this in the docs and on previous github issues but couldn’t find anything.
Each app should to a cleanup after deactivating AFAIK.

That question has been asked a few times.
What i experienced so far the database is not cleaned up when an app is deactivated or uninstalled.
My perception is, that some apps do it, some not

No, currently there is no proper way that apps can remove their data on disabling/uninstalling them. There is a server issue for that https://github.com/nextcloud/server/issues/5539
