Custom pop-up or notifications?

Hello,
I want to notificate the users when the server is going to be offline, in maintenance mode or just notifying is another feature available with a pop-up when they join in or as a notification. I think a e-mail is not so efficient because they don’t see the mail frecuently.
There is some kind of application or tool to send this kind of message to the users?

You have an app called announcement center to use. Or you ca send custom notifications from the command line. But i guess the announcement center is better
