Hello,
I have configured Nextcloud on my shared webhost under a subdomain.
→ https://verein.kgv-bellingholz.de
For any reason I’m able to open the URL with my smartphohe and on my Desktop workstation. But opening it from another computer I get a connection refused message from my browser.
Can anyone help to resolve this issue?

Not without more information about your environment, installation approach, etc.
When you create a new post, there is a support template that needs to be filled out, but it appears you deleted it.
You didn’t even tell us what web server you’re using!
Now it’s working again, probably. The problem was that the AAAA record was missing.
Nevertheless I’m encountering another problem by Apache in my Plesk logs. See screenshot:
