Various apps support restricting them to certain groups. But collectives doesn’t seem to have that settings in the app-list. Is that some setting that each app individually needs to allow nextcloud core to offer?
You can do this by restricting group access to the Circles app under /app/settings
Collectives is totally dependant on the Circles app.
Closest issue I see within Circles themselves is in adding finer tuned access control to Circles.

unfortunately, apps that change the filesystem backend of Nextcloud cannot be restricted to groups. That’s why you don’t see this option for the Collectives app in the app list.
Unfortunately, I can’t use the app for this very reason. Some users should not be allowed to use this app at all, and I just can’t set that. It’s a shame because it’s a natural use case, whatever the technical reasoning.
No that’s not true for Nextcloud V. 26.0.1, there is no group setting for the circles app.
