First noticed with the announcement that [31.0.7 is available](https://help.nextcloud.com/t/31-0-7-and-30-0-13-final/228404), July 10.

Summary of the issue you are facing:
No update button visible on the Administration settings, Overview page.
Also when I run sudo -u www-data php /var/www/owncloud/occ upgrade it says “No upgrade required.”

config by backportbot[bot] · Pull Request #52780 · nextcloud/server · GitHub.
I ran sudo -u www-data php /var/www/owncloud/occ config:system:set updatechecker --value=true --type=boolean
which returns System config value updatechecker set to boolean true
But occ config:list
system still shows "updatechecker": false,
If I open the config file in nano it shows true.
I rebooted and tried again same result.
Questions:
- Why can’t I upgrade (via web or occ)?
- Why does occ config:list show updatechecker set to false when other methods indicate true?
(This is the first upgrade issue I’ve had since the owncloud days, almost a decade ago)
