Clicking on the create button to add a new user doesn’t seem to be doing anything. I’m able to add a new group but not a user.
I am also having the same issue. Can add new groups but not new users. I have been able to add users before until recently. Only thing I can think of is maybe an update happened in the background that might have caused it.

Using the admin account which can do other adminy things.
Actually I was just able to add a user. I simply had to make the password more complex.
