after rebooting Ubuntu server I can’t seem to access NC at all nothing changed with setup
i still can access using ssh
Is there anything unusual in the web server’s log file?
getting this error

The web server’s log file is access.log or error.log in case of Apache.

this doesn’t look like a Nextcloud issue, rather an OS issue… it looks like the snap hasn’t started. see Managing Nextcloud snap and try sudo snap restart nextcloud to see if there is an error showing in the shell.
make sure there is no other service running on port 80 as that may prevent the snap from starting. often people forget or don’t know that there is only one port 80 and two services on port 80 will cause failure of either service… depending on which one starts first

can you tell us why you rebooted the server?
was it because you had installed something or changed some settings?
was it working before you restarted the server?
