Can not add Local External Storage

I would like to add extra Hard Drives to expand storage locally, however after adding the External Storage app, I am unable to add local storage.

I am running this as a container in Docker on Ubuntu 22.04 Jammy Jellyfish, and am unsure why I am not able to add local storage.

I would like to add my 2.0tb HDD for example, but again cannot add local per the attached screenshot.
