Binary logging and TRANSACTION_READ_COMMITTED

I am reading in the help documents that I need to do something for TRANSACTION_READ_COMMITTED and binary logging format. Is there any documentation on how to set these in Debian stretch? I’m not able to figure out what I need to do.
