kann man eine Benachrichtigung einstellen, dass sobald ein User ein Upload tätig der Admin eine Benachrichtigung bekommt?

I would recommend the following workaround:
Share the specific folder AS admin and activate the notification for file-uploads
via Settings–> Activities
Should work for this case. I guess for uploads in user-folders, you have no chance to get a notification.
EDIT1:
For the case you dont want to be logged in permanently as admin to follow the notifications,
I would implement a mailserver (if available) and enable email notification.
