Summary of the issue you are facing:
I scan a document (sheet paper) with my scanner into a directory on the server running Nextcloud. Then, depending on the file name, I move it to my Nextcloud data. There, I change the owner, etc., and update the folder using occ files:scan. I wrote the whole in a script that runs when a new file is detected.

chown www-data:www-data <DESTINATION>
# Update Nextcloud

sudo -u www-data php --define apc.enable_cli=1 occ files:scan --path=<DESTINATION PATH>
When Nextcloud recognizes a new file as a PDF, it is tagged and the OCR scan is performed.
This worked great for years.
But now I’ve noticed that the trigger for tagging hasn’t been working recently. No changes to the file are recognized when I run files:scan. Only when I change the file again via the Nextcloud interface is the trigger activated.
What has changed in Nextcloud, or what can I do to make the trigger fire again with files:scan?
