My phone has Android 9 / PIE installed.
The Latest V3.3.0 is not able to play MP3 Files: it starts but no sound. if the file is located on a External storage (local folder) is a error shown shortly: Media file not found (translated from Danish)
MP4: the video starts, but it is not smooth and there is no sound. If from a External storage: Video was at first newer started (long load time), but still no sound.
And yes, I’m running on a Nextcloud 14.0.1. in the web client is there no problems with the files I have tested.

i have found a work-around, not a solution, but a work-around.
For Videos: Select the menu: and then Stream with… Yes it works (for me 
)
For Music: Just do the same. One problem, you can only stream one file, not a selection of files.
For Music: Have you tried one of the two Music Apps?
With “Music” you also have ampache support. You can find here a list of Clients. For Android I prefer Power Ampache.
For Videos: Currently it’s not possible to stream videos in the App. You can only download and then watch it with the app. But also here are some limitations. E.g. I had problems with AVI formats and heard only the sound and saw no video. The best is to download and watch with VLC Player.
Alternatively you can setup a DLNA server (e.g. MiniDLNA or ReadyMedia) to stream Video/Music
If you don’t want ampache the best way is to download the music/videos and play them with an external app (VLC, etc.)

It is very frustrating when download or transfer a video onto your Android phone, and greeted with “can’t open file” or “unsupported audio codec” when you try to play it.
Method one: you may install MP4 player on your Android phone or tablets
Method two: Convert your MP4 files to your Android more supported video format.
As to Method two: I use iDealshare VideoGo to convert MP4 to Android video format
It can easily convert MP4 to Android supported format to play MP4 on HTC, Samsung Galaxy, Motorola Droid, Google Nexus, LG, Motorola Xoom, Samsung Galaxy Tab or Note and more android mobiles or tablets;
It also convert other videos to play FLV, AVI, DivX, XviD, WMV, MOV, MPG, MKV, VOB, ASF, MXF, AVCHD, Apple ProRes, 3GP and etc on Android devices;
I am running 16 and still not fixed. The nextcloud player on Android comes up but can’t find the file (no media file found). The streaming workaround is the only way. Should use the android phones native/default players IMHO.
I mean, this is problem of the gadgets configurations. One of my device play mp3 normal, another one can’t play (can’t find file).
