You appear to be using PHP-FPM. There are a lot of possibilities given you just updated the OS.

I’d check things like:

PHP-FPM logs
Permissions / file ownership

The configs your posted though are for both Apache and Nginx so it’s unclear what you’re really using as your reverse proxy and/or web server. And neither appears to represents the actual web server that is connecting to PHP (the one on http://127.0.0.1:11099) and ultimately responsible for running Nextcloud.

I’d check:

Which nextcloud-* packages you have installed
Your SELinux setup

Given you’re using the Fedora package of Nextcloud it might also be worth posting on the Fedora forums too.

The Nginx config only points to apache and apache handles php which nexts my clouds.

It says’s it can’t talk to the database with pgsql altho it is online and reports the database exists and has data within. I think is because if PHP can’t load the PostgreSQL extension, then Nextcloud’s DB connector (if that is what Doctrine is) will fail to connect
