Now, you can choose your locale independently from your language. However, it seems strange for 3 options, date, time, and starting weekday, to have hundreds of locales (not sure if the German(Switzerland) is different from Swiss German (Switzerland)).
I could imagine that with e.g. the cookbook app, maps, … and other apps might hook on different units as well thanks to the locale settings.
The sheer number of combination is probably realized with a corresponding number of templates, so perhaps you should be able to edit/use your own template.
