Thumbnails are always generated

Nextcloud version: 15.0.2
Operating system and version: CentOs 6
Apache or nginx version: Apache 2.4.34
PHP version: 7.2.10

The issue you are facing:

When opening a folder with pictures, the thumbs load very slow and the CPU load goes to 100%. If I refresh, the same - slow and 100% CPU load. I believe the thumbs are not taken from cache, but regenarted all the time.

Cheking the Preview folder seems ok, I have only 2 thumbs (i limited the size in config.php to 2048px)

Steps to replicate it:

  1. Open a folder with pictures
  2. Check loading time and CPU load
  3. Refresh
