Passwordsalt missing from config.php

If I remove ‘passwordsalt’ from

nextcloud/server/blob/fba6f2597a3c4ddb20efbba04430f770eb53ff55/lib/private/legacy/OC_Util.php#L725

I can at least log in again, but it would be great to know how to fix this issue.
