Not just the politicians, but also the bureaucrats/civil servants who probably wrote this. The same ones that want to break strong encryption time and againā€¦

If they canā€™t grasp the difference between Netscape and modern Chrome/Firefox, how can they possibly understand that the encryption genie is out of the bottle, no way to undo thatā€¦

Yes. But the caveat is that you must not store any data prior to their accepting the terms. I.e. no cookies or third party stuff (Facebook tags, Google ads, etc, etc).
