I also have this problem (Linux mint 19.2), maybe someone have new ideas how to fix this ?
I have gotten it to work on that version, but it doesn’t after this new try.
Figured it out!
First, restart the system.
Second, close out of the set-up page.
Third, when the system is finished rebooting, go to the data directory, and delete the hidden “.htaccess” and “.ocdata” files.
Fourth, retry the setup page, and MAKE sure all the info is correct.
Finally, wait and cry tears of joy!
For some reason, if first attempt fails, then all the other will fail, so redo the process if it fails again, unless you are 100% sure you put the info in correctly.
