Do we need a formal, democratic, non-profit Organization for organizing the Nextcloud community?

What happend to the Nextcloud foundation?

It has been more than 4 years now since Nextcloud forked from ownCloud. I still remember the excitement from the early days and switched over my ownCloud installation as quickly as I could. Since then I have been a happy user. However one thing has been bugging me over the years. When the fork happened big promises were being made about giving the community a bigger voice.
