I don’t know this provider and its Nextcloud installation. Depending on its setup it might be possible that you can or cannot install and activate the Contacts app via the Apps menu. I would recommend to contact the providers helpdesk and ask them for support.

If the menu isn’t shown, you need to reach-out to your hosting provider.

Support answer

There is some problem with this app starting from Nextcloud 27. Exactly it show all users with it emails in server.

Our server is running in Europe Union so we need to hide all emails addresses.

If app will be fixed, then we enable this app.

Anybody have more details?

They are probably referring to this issue which was also extensively discussed here in the forums: All user email addresses exposed in NC20+

However, the issue has been fixed in the meantime, i.e. the global address book can now be disabled by a system administrator: https://github.com/nextcloud/server/pull/39925
