Summary of the issue you are facing:
I can play the video under the File section but when I go to Photo tab and select the video section and play, it keep spinning with a black screen.
Steps to replicate it (hint: details matter!):

Go to Photos on the top left corner

Under the All media, play a video file (mp4)
