Nextcloud version (eg, 12.0.2): 13.0.7
Operating system and version (eg, Ubuntu 17.04): shared OVH hosting
Apache or nginx version (eg, Apache 2.4.25):

The issue you are facing:

Upgrade from 13.0.7 to 14.0.4 failed.
Web page says that apps needs to be upgraded but the “start upgrade” button does not launch anything.
Since this is a shared hosting, i have no command line access.
How can i move forward? Help please!

I found a way to do the upgrade: i have recreated the app folder. When empty, web page said that quite a big number of apps were missing. I added each app folder one by one. Once all there, the web page said it was going to upgrade the apps. It did it OK and then i was able to connect to my nextcloud 14.0.4 instance…
