Summary of the issue you are facing:
I tried to update nc from 31.0.9 to 31.0.10 with the webupdater. I got stuck at “moving new files into place”.
I downloaded the latest version and uploaded the files with ftp client (not registering that the new files were version 32.0.1.2). I ran the updater on console (occ upgrade) and it went all fine (green across the board). See below:
