Update app / Update Center button is missing on admin page

I recently migrated from owncloud 8.2.11 to nextcloud 9.0.58.

As written here: https://docs.nextcloud.com/server/9/admin_manual/maintenance/update.html
i expect a “Update Center” button to be present on the admin page (http://myhostnamehere/nextcloud/index.php/settings/admin), but it is missing.

Is that a bug?

Reading further it is stated that i can run:
php updater/application.php list
from the command line, but "updater/application.php is missing in that dir. A updater/index.php is existing, but not designed to be executed via command line (PHP Notice: Undefined index: REQUEST_URI in /var/www/nextcloud/updater/index.php on line 1186).

A bug in the releaase process (files missing)?

I am experiencing the same with the update from NC 11 to NC 12.
Has there been a resolution for this problem yet?
