This setting only makes most sense if you use the same user back-end for your organization's Nextcloud and mail server?

I’am trying enable Account provisioning and I’am not sure what is meant by “This setting only makes most sense if you use the same user back-end for your organization’s Nextcloud and mail server?”
Does this mean that our mail sever and nextcloud need to us the same db ?
Doses this mean that our mail server and nextcloud need to be on the same server ?
Any help with understanding how to enable Account provisioning will be greatly appreciated.

it simply means that your nextcloud and your mail backend should share the user authentication. All credentials, email addresses should be shared, for example via LDAP.
If not all users have access to your email backend, the mail app will run into errors.
