Sync Errors and now php occ returns no info just goes back to command line

The issue you are facing:

I keep getting errors when doing a normal sync between desktop and server

Steps to replicate it:

**1. I just force sync and I keep getting these errors **
2. When I move or remove the directory, it goes on to the next same error
3. This started when I upgraded from 18 to 19.
4. The upgrade failed and I finished from command line. Seems like it was all OK at first.
5. Thinking that maybe I was dealing with scripts that were from both versions of NC, I moved my nextcloud/ directory and put all new programs in a new nextcloud directory, copyed my config/connfig.php and .htaccess from old directory and change the maintenance from false to true and I was able to bring up the web nextcloud, login, etc.
6. Now my occ will not work at all. I run php occ from the correct user like before and nothing comes back. For example: php occ app:list; nothing, php occ status or check and still nothing.

Did I mess things up by doing a new installation without going through all the step like a fresh install? It seemed to work.

OK, I deleted all the tables in mysql for nextcloud, reinstalled a fresh nextcloud, loaded up the nextcloud database again from a backup, then copied over old config.php and it came up and worked. I have occ back again. I am having better luck with the transfers as well.
