I have question how i can configure nextcloud when user A share link by email to user B
and the both recive in inbox password share not only userB
because problem i can see it by admin but normal user not.

I don’t think that’s planned. The sender should actually know the link (and password) and does not need a separate e-mail. If you send the link and password together, you might as well not.
Basically, I find sending links in Nextcloud by email rather unattractive, as I don’t like the formatting, for example.
I simply copy the link into a real e-mail (cut and paste). I can then choose the recipient or recipients as I wish and add a few nice words. The password should be sent by another way - not by e-mail.
