I’m looking for someone who can install a Nextcloud on a VM with Debian (or other) and configure it with the desired apps.
The goal is that everything is functional to be used by about sixty people.
The VM would be in Datacenter in France.

There are contracts for 50 users onward with Nextcloud directly, you may be interested.
Having the full support from the source business, I’m sure you could find some added value there.
I would suggest to take a look there.
Also some other sides of the project for DIY, like Nextcloud VM.
Let us/me know if you have exhausted those pretty good options beforehand.
