SAML issue - not finding a way to track down why

Whenever SAML is enabled I get this error on the login page instead of the login fields. I can not any location in logs or in a google search to say what is going on. I have been told by the administrator of the shibboleth server that all is listed correct in config. It was a owncloud that was upgraded nextcloud and moved from sqllite to mariadb.
