Latest release for the nextcloud 31 the hub 10 release is it safe to upgrade from 29 version to 31 now is it stable. ?

Your question is imprecise, we cannot guess your configuration… you use NC AIO, Snap, manual installation… In addition you have version 30 between… in any case plan backups before the update,… good luck

Look Maintenance and Release Schedule. Mostly it is a good idea to not install the new release at beginning e.g. 31.0.0. But now it is 31.0.2. But you can read issues and changelog.
If you use Nextcloud privately and can repair some things or have a good backup, you are welcome to install the new release on the first day. Companies often wait a whole release or even two. Nextcloud 29 is End of Life at 2025-04 if you have not extendedSupport.
You cannot skip a release. So maybe you can work out a strategy for the future.
Sometimes it is also useful to have a test system, which may not contain all files but all applications. You should also not only make a backup, but also restore it on a test system.

If you seek max stability, I’d just do an upgrade to NC 30 and then do the upgrade to NC 31 later this year.
