Is your instance or the document in question in one of the CTL languages?

If e.g. a hebrew or arabic font is used, one can set Layout → Right-To-Left and back.

No, it is Turkish and left to right. For example, when I click on right top (A1 according to the screen shot) it marks left top 
SOLVED: I solved the issue by simply reinstalling Collabora Online through Yunohost.

As I have now found out through trial and error, is that it is not important which locale the document is in, but rather which Collabora packages are installed on the cool server. So if all possible packages, including those for RTL languages, are installed on the Collabora server, then you can switch right-to-left and back in the “Layout” tab. Not only with CTL fonts or locales.
