I have a backup from Nextcloud 13 and now have a new 14 install (from vm), can I restore the backup directly?

Thanks

No, in general you can’t do this. In your case, because it just the next version, you could restore your user data, config-file and the database. After that you run the occ upgrade command and your database should be upgraded to the new version.
