As you can see the menu bar where apps and the files folder usually sites is gone, as well the user menu in the upper right is pushed downwards.
No idea where to start on troubleshooting/fixing this.

Try refreshing the page without cache by pressing Ctrl and/or ⇧ Shift + F5.

The browser console output requested in the support template probably would provide a good start.
