Why isn’t move/copy removed when edit/delete/etc disabled?

Nextcloud version (eg, 18.0.2): 18.0.2
Operating system and version (eg, Ubuntu 20.04): Ubuntu 18.0.4
Apache or nginx version (eg, Apache 2.4.25): Not sure
PHP version (eg, 7.1): Not sure

The issue you are facing: Why can I move a folder when all options are disabled (read-only essentially)

Is this the first time you’ve seen this error? (Y/N): N

Steps to replicate it:

  1. Share a folder to user1. User1 Shares to user2 without Edit/Create/Delete/Reshare
  2. Login as user2.
  3. File options => Move

Trying to understand the rationale and best approach. Should we be using public share?
