Is there a way to automatically populate every new account with a set of bookmarks, as is possible with files via the skeleton folder?

that’s currently not possible without some hacking (manually creating entries in the database, which I don’t recommend).
It is planned to make bookmarks sharable, though, which might make easier whatever you are trying to achieve.
