I’ve used HarmonyOS Next (HarmonyOS 5.0) for a while, which is super smooth and more powerful than IOS, and it is not support android apk, please develop the client for HarmonyOS Next, otherwise nextcloud will lose a lot of users
With some luck, there are already clients on HarmonyOS that can use the webdav protocol, so you could already connect to Nextcloud.
Regarding new apps, it needs people/resources to develop them. If you can reuse the android-version, and it is just about packaging and putting it in some store, this might be easier.
