You seems to be starting from scratch - Ubuntu 20.04 is just few weeks old.
Why did you use Nextcloud 17, not 18? With v.17 you’d not have the problem of PHP being too new…

This version of Nextcloud is not compatible with > PHP 7.3.

Login to Ubuntu and install PHP 7.3…
Or - maybe better - download and upgrade to v.18 from the command line…

The error in the nextcloud log is very helpful and tell you what is the problem.
You should search on this forum about the « You are using a fallback implementation of the intl extension. Installing the native one is highly recommended instead » or on google.

Because now that you know how to look at nextcloud logs, you should know the first rule that make this discord more readable : searching before creating a new topic.
I don’t blame you because before you didn’t know how to search.

One last thing, forget about the word Urgent because it’s a free helpful forum, saying please it’s urgent won’t change anything and can be annoying for others.

Tell us if you don’t understand the answer you will find on this INTL problem.

Ok so I ran apt install php7.4-intl then I ran systemctl reload apache2 and I still get the same error

Ahaha ! I’m not the only one who get trolled by this. Why you didn’t tell it before ?

You are using v18 or v17 ?
Did you disabled all apache2 php 7.3 modules ?

And yes I did, apache2 would not start with the PHP 7.3 mods enabled

if i run a2enmod php7.3 && systemctl reload apache2 I get ```Job for apache2.service failed because the control process exited with error code.

See “systemctl status apache2.service” and “journalctl -xe” for details.```

V17 won’t work with php 7.4.
V18 yes.
So You have the choice :
Install nextcloud 18 or
Remove php 7.4 and tell us logs about your problems with apache2 / php7.3

Type in your console
journalctl -xe
you will get clues
