Is it possible to migrate from oc 8.2.1 to the latest nextcloud?
No, you should first update to the latest 8.2.x-version (which is currently 8.2.9<-https://owncloud.org/changelog/#latest8.2). Then you can upgrade to NC 9.0.x (latest) and then 10.0.x (latest). Consider working a few days on NC 9 or at least verify if all the calendars and contacts have been properly converted (especially with LDAP authentication).
There are plans to support skipping major releases (NC > 11) but it’s not possible yet.

That’s possible, however you have to set up everything again (even sync files again).
