I’m looking for a dev to implement and maintain a nextcloud app able to open files directly in local Microsoft Office and OnlyOffice installation.
Well, it works for now with LibreOffice (remote access through WebDAV).

Yes, with the app you may open the file from web UI with LO.
Good news, local editing will be fully supported in nc25 directly from the webui once it is released to stable 10/18. See the conference video announcement from this last weekend.
You will be able to edit directly in your local installations, plus auto-lock and sync the changes.
