No-ip-configuration not possible with ncp-config

When I use ncp-config to setup noip, I get the following message:

For this step to succeed, you need to register a noip account first.
Internet access is required for this configuration to complete.

All other providers can be configured as expected.
I use 15.0.5.3 on a NextcloudPi 1.10.0.
