Nextcloud v25.0.1 Theme keeps reverting back to default

Nextcloud version: 25.0.1
Operating system and version: Ubuntu 20.04(LTS)
Nginx version: 1.18.0(Ubuntu)
PHP version: 7.4.3

The issue you are facing:
I recently upgraded to 25.0.1 from 24.0.4 and in 24.0.4 I was able to set a colour as my background, however with the latest update the background defaults to the Nextcloud Cloud background. I have tried to set the theme colour back to the old one but it keeps defaulting to the image. When I change menus I can briefly see the colour I’ve set but then it defaults back to the cloud background.

Steps to replicate it:

  1. Under Administration > Theming
  2. Change Colour to #008708
  3. Change menu
  4. Observe background defaulting to Cloud background
