Summary of the issue you are facing:

I have the error that ROW_FORMAT is not set to Dynamic for oc_filecache (I have fixed for all others using mysql and bash script). My oc_filecache has 5625094 entries. I have set the mysql max execution time to 0, i have tried sudo -u www-data php occ maintenance:repair --include-expensive, it keeps timing out.

I have been searching for a solution for hours. Any thoughts would be appreciated

The only way was able to update the oc_filecache was by backing up the database, the backing up the oc_filecache table. Changing the ROW_FORMAT to DYNAMIC, and rebuilding the table. It showed some duplicate entries issues so I ended up having to run occ files:scan --all again anyways. not much of a time saver but it worked
