The issue you are facing:
If a folder is shared via a link, the “new” button cannot be clicked. The cursor indicates that the button can be clicked, but nothing happens when it is clicked. When a user is logged in, the menu opens as desired and the menu items can also be clicked.
Unfortunately, it is not possible to share a folder with someone without an account and upload data.
The problem occurs regardless of whether the folder was shared with or without password protection.
I have previously changed hosting provider and upgraded from NC 20 to 29, so far I have not noticed any problems due to the change.

Click the “New” Button
I haven’t seen any information regarding that issue in the log files.
Yes, the link has read & write permissions.
When the link has only read-Permissions, the “new” button is not shown.
If the link has read & write permissions, the “new” button is shown, but it can’t be clicked. But upload via drag & drop is possible.
I thought the problem would have been solved with the update. That was directly after the update.
Now two days later I have the old behaviour again. Even with links that worked before.
Does anyone have any idea what the problem could be and why it was temporarily solved by the update, but reappears after one or two days?

Finally I found the source of the issue.
The problem was the activated theme, it was created for the older versions of nc.
I’ve deactivated the theme and it’s working all fine.
At the moment I don’t know which parameter ist blocking that menu.
