New admin is missing all files

I created a new user with admin rights. When I login as new user all maps and files are missing. Is it not possible to have many admins?

Maybe this is the intended way it should function. I shared all the folders and files withb the admin group, and then the new admin had acces to them. I thought an admin should have access to all files and folders but apparently not. I realise that an admin can have private files and folders.
