Wish I knew. I’m going to look for bug reports now. Whenever I dismiss it in the desktop app, it comes back after 5 minutes.

I figured it out.
This is part of the ‘firstrun wizard’ package.
They recently pushed a change that checks whether your display name is identical to your user name. If it is, they bug you, even if you dismiss the message.
What seems to have worked (I haven’t gotten a new notification within the last 10 minutes) is to login, change the display name, then change it back again.
