Kein User-Management möglich / No user management possible

Ich habe Nextcloud 17 auf Lubuntu 18.04.03 mit MariaDB und php7.2 installiert. Nach Anweisung habe ich einen Admin-Acount und den DB-User für MariaDB angelegt.
I installed Nextcloud 17 on Lubuntu 04/18/03 with MariaDB and php7.2. According to the instructions, I created an admin account and the DB user for MariaDB.

Nach dem Einloggen kann ich aber keinen neuen Benutzer anlegen. Es fehlt schlicht an einer Anzeige bzw. einem Menu zur Eingabe neuer User. Der zuerst angelegte “nextcloud-Admin” gehört der Gruppe der Admins an.
After logging in, I cannot create a new user. There is simply no display or menu for entering new users. The “nextcloud admin” created first belongs to the group of admins.

Woran liegt dies? Was muß ich ändern?
Why is that? What do I have to change?

Welcome to the forum.

So this menu is not available on your server?

Every user who belongs to the admin group should actually have that, when clicking on the profile picture (or the default icon when no profile picture has been uploaded) in the top right corner.

Could you please show us, what your drop down menu looks like?
What happens when you directly access the address?
