Maybe you can use Group folders.

thanks for your response but as far as i know these are sharing permissions. In my use case even folder owner should not be able to upload or update anything in the folder.

Files are getting uploaded to the folder even after updating folder permissions from 27 to 1 in database.

Is it somehow possible to disable upload based on folder permissions??

as @devnull suggested, if this is a group folder you could allow groups to view and only owner to upload… manage permission in group folder menu
another idea is to connect to an external directory using external files and managing permission in the settings menu
