You can find the information that this is possible for some apps here:

And you can specify the groups in the details of the app in the app management.

It took me a while to find a time slot for checking it out.

it may be a matter of taste, but the availability of apps for users should perhaps be better defined in the respective user profile and not in the apps themselves.
It should also be possible to hide or not show the Files app for certain users.
